The response answered an address query. The request asked five records questions. OEMC supplied a spreadsheet whose visible face shows a standard location search for the June date range and the address wildcard, returning zero rows. The original request separately identified CAD/event records, 911/311 records, radio and telephone records, responding-agency records, and retention or system-audit records.
Zero is a result, not a search narrative
A zero-row report may accurately show that the queried report contained no matching row. It does not, by itself, establish which custodians or systems were searched, whether alternate address formats were tested, whether each requested category lived in the same database, or whether retention affected availability.
The follow-up is deliberately narrow
The July 29 processing-record request asks for the GovQA activity history, custodian assignments, search certifications, report definition, execution metadata, and category-by-category disposition. A PAC request for review was also confirmed sent. Neither transmission is represented as a ruling on the merits.
