The independent clock in the record

USPS tracking provides a system outside Lake County’s docket. The federal submission states that the certified packet stalled in the Palatine route and remained undelivered when the tracking record was captured June 19.

Why the mail path matters

If the courthouse did not receive the physical packet by June 15, physical intake cannot by itself explain a June 15 filed date. That leaves a separate electronic source, a later scan assigned an earlier received date, or another administrative entry path.

How it connects to the portal

The USPS record does not identify the docket operator. It eliminates one claimed chronology. The operator and exact entry time must come from the court’s authenticated event history.
