What the Record Establishes

  • Every row below names a real recipient, a real instrument, and the specific class of proof that exists for it.
  • Where the only proof is a prepared transmission rather than a confirmed receipt, the row says so.
  • Every instrument in the ledger links to the published document it refers to.

What They Have Not Produced

  • Written responses from the four offices given a 5:00 p.m., August 17, 2026 deadline.
  • Whether the certified article deposited June 8, 2026 was ever delivered — the last USPS scan is Palatine, June 9, 7:55 a.m.
  • Whether any agency will validate, correct, or cancel the warrant entry it was asked about.

Service is where cases are won and lost, and it is the part nobody photographs. This ledger exists because an archive that says “we sent it” and cannot say how is indistinguishable from an archive that did not send it.

Every row carries a proof class. A file-stamp is stronger than an envelope number; an envelope number is stronger than a mailbox record; a mailbox record is stronger than a prepared fax with a verified cover sheet. Nothing here is upgraded past what exists. If the only thing that can be proved is that paper was prepared and dialed, the row says fax-plan and not delivered.

The fax discipline, stated once

Fifty pages per transmission, cover sheet included. A seventy-one-page instrument becomes two calls, and each cover prints the SHA-256 of the complete original — the same digest on both — so a reviewer holding one part can prove the other exists. Each cover states its own page span and total, prints both receiving offices’ numbers so neither opens a duplicate intake, and discloses that it is an unaltered re-transmission rather than an amended request. One confirmation sheet per transmission, stapled to the first page of the part it confirms. If anyone ever says a part did not arrive, that sheet is the whole of the proof and it cannot be reconstructed afterward.
