What the Record Establishes

  • The packets exist, in full, published here with their exhibits and their statutory theories stated.
  • They do not overlap: three distinct theories, three distinct intake channels.
  • The allegations are the complainant’s, made on the record and open to inspection by the people they name.

What They Have Not Produced

  • Whether any agency opened a file. No submission receipt, reference number, or preservation directive has been received.
  • Whether the county mailbox at the center of packet one was preserved before or after the referral.

Three packets, 115 pages, three separate theories, and not one inflated verb. Prepared on July 30 for different federal intake channels: one asks for preservation of a county mailbox under the obstruction statute, one presents asserted color-of-law conduct, one presents public-integrity and warrant-data accuracy issues. Each is published in full with its exhibits, so the officials named in them can read exactly what is alleged rather than a summary of it.

What a referral packet is, precisely

It is a complainant’s allegation, organized for agency intake and supported by attached primary exhibits. It is not an indictment, an information, a criminal complaint sworn by an agent, an agency finding, or evidence that any investigation exists. Anyone who describes it otherwise is lying to you, and this site will not.

Then why publish them

Because publication fixes the allegation in place. It records exactly what was claimed, which statutes were invoked, which primary documents were attached, and which cautions the author himself wrote into the packet. Nobody can later inflate it, and nobody can later deny it. The mailbox that stopped accepting mail is the reason packet one exists, and it is a preservation problem with a shrinking window.

The status changes only on evidence

If submission receipts, reference numbers, preservation directives, interview requests, or declination letters arrive, they will be published with dates — including declinations. Until one of those documents exists, the verb stays prepared.
