Two dated letters, no dispute about either, and both are now load-bearing.
The first is an affirmative representation
A “no records” response is not silence. It is a public body stating what its own systems contain, after a search it directed. The request it answered was unusually specific — named custodians, named external correspondents, a fifteen-day window, and an explicit list of what was not being requested. The answer is published in full, including the four pages of the request the letter quotes back.
The second is a rule with practical teeth
Section 3(c) provides that the entirety of an electronic request must appear within the body of an electronic submission and that a public body is not obligated to open attached files or hyperlinks. Stated plainly by a FOIA officer, that becomes an operational fact: a request sent as an attachment can be closed without being read.
What was done with it
It was obeyed. On August 13 the operative request was restated in the body of the email, and the letter says on its face that it does so because the office said to. The same discipline was applied to a municipal FOIA sent the same day, specifically so that no recipient could take the exit the Attorney General had just identified in writing.
