Every verb on this page is load-bearing. Agency-produced means the government handed it over. File-stamped means a clerk accepted the instrument. Docketed means a reviewing court assigned a case number. Confirmed sent means authenticated mailbox records exist. Prepared means prepared and nothing more. The record here is strong enough that inflating it would be the only way to weaken it.
